Understanding the Risk Levels
High Risk destinations fall into two tiers:
- Death Penalty — Countries that execute for cannabis offenses. Singapore, Saudi Arabia, Iran, Indonesia, Vietnam, China, and Malaysia actively maintain the death penalty for drug trafficking, including cannabis.
- Severe Criminal Penalty — Countries with long prison sentences, zero-tolerance enforcement, or uniquely dangerous systems. Japan, South Korea, Russia, the Philippines, Tunisia, and Georgia (re-criminalized).

What Makes These Countries Different
Many countries have harsh cannabis laws on paper. What distinguishes High Risk countries is that they actively enforce those laws against foreigners:
- Singapore conducts urine tests at Changi Airport
- The UAE uses terahertz spectroscopy to detect microscopic cannabis residues from legal use weeks before arrival
- Japan holds suspects for 23 days without charges and limits lawyer access
- Russia has a 0.1% acquittal rate — once charged, conviction is virtually certain
- South Korea claims extraterritorial jurisdiction, prosecuting citizens for cannabis use in countries where it is legal
- Tunisia conducts forced urinalysis and prosecutes based on a positive test alone
The Drug Testing Trap
Several High Risk countries can prosecute you not just for carrying cannabis, but for having used it before you arrived. THC metabolites remain detectable in urine for 3-30+ days after use, in hair for 90+ days, and the UAE has demonstrated the ability to detect microscopic residues on clothing and shoes.
